简 介
4年前，污名昭著的拉西欧牢狱发生了一场暴乱，这一事务引发里约热内卢州社会的普遍争辩，也分歧水平改变了很多人的命运。间接带领精英军队（BOPE）的罗伯特·纳西贝托中校（Wagner Moura 饰）由此荣升为平安局的副秘书长，具有更大的发挥空间；而他的爱将安德鲁·马蒂亚斯（André Ramiro 饰）被政客看成替罪羔羊，踢出了BOPE军队。固然，纳西贝托也蒙受着来自政坛、战友和家人各方面的压力，他将一腔愤激转化到工作中，不但扩编强化了BOPE的气力，还经过一次次铁腕的冲击清洗了穷户区毒贩的罪行势力。
毒贩销声匿迹，黑暗的阴霾却未散去。以罗卡（Sandro Rocha 饰）等报酬首的败北差人势力进入穷户窟，他们欺行霸市，官匪勾结，成为里约州另一个难以消灭的顽疾……
