“企鹅”由因而次子，所以自幼就被怙恃抛弃，落下残疾，致使“企鹅”对全部社会都心生不忿。长大后“企鹅”的企鹅决心杀回高谭市，将市内的宗子都杀光，并控制全部高谭市。在迫使邪恶贩子马克斯（克里斯托弗?沃肯 Christopher Walken 饰）帮手后，“企鹅”顺遂当上了高谭市长。同时，马克斯的秘书西莉娅（米歇尔?菲佛 Michelle Pfeiffer 饰）意外获知了他们的奥秘，在蒙受他们迫害时意外获得了超强才能，成为了亦正亦邪的猫女。
